Biographical Sketch:

Received Ph.D in economics from UC Davis in 1997. Subsequently took Research Staff position with the Center for Naval Analyses in Alexandria, Virginia. Paper from dissertation, "Is Charitable Giving by Nonitemizers Responsive to Tax Incentives? New Evidence", was published in the National Tax Journal in 1999. Had another paper, "One-Person, One-Vote and the Constitutionality of the Winner-Take-All Allocation of Electoral College Votes", published in the Tennessee Journal of Law and Policy in 2006. Also co-authored (with Steve Caudill and Frank Mixon) paper on "The Impact of Money on Elections: Evidence from Open-Seat Races in the United States House of Representatives" for the Economics Bulletin in 2008.
